As of September 29, 2026, the National Institutes of Health (NIH) released a document of frequently asked questions (FAQs) on co-authorship and foreign components (PDF) (external link)<\/a>.<\/p>\n\n\n\n

Critically, \u201cNIH notes that most foreign co-authorship represents a foreign component<\/strong>, and that if a foreign engagement is expected to result in co-authorship, the institution should seek prior approval<\/strong>” (per a recent SECURE Center write-up on this topic [external link]<\/a>).<\/p>\n\n\n\n

NIH also describes some instances that are not<\/em> considered foreign components, such as \u201cinformal scientific conversations, one-way transfers of data or materials, peer review, conference participation,\u201d and others.<\/p>\n\n\n\n
