  {"id":8530,"date":"2025-10-28T14:51:31","date_gmt":"2025-10-28T18:51:31","guid":{"rendered":"https:\/\/umaine.edu\/research-compliance\/?p=8530"},"modified":"2025-10-28T14:51:33","modified_gmt":"2025-10-28T18:51:33","slug":"update-to-rcr-requirements-for-nsf-oct-2025","status":"publish","type":"post","link":"https:\/\/umaine.edu\/research-compliance\/2025\/10\/28\/update-to-rcr-requirements-for-nsf-oct-2025\/","title":{"rendered":"Update to RCR Requirements for NSF \u2013 Oct. 2025"},"content":{"rendered":"\n<p><em>The following message was sent via email to all University of Maine employees on October 28, 2025 by the Office of the Vice President for Research and Dean of the Graduate School.<\/em><\/p>\n\n\n\n<p>The National Science Foundation (NSF) <a href=\"https:\/\/www.nsf.gov\/notices\/important\/important-notice-no-149-updates-nsf-research-security\/in149\" target=\"_blank\" rel=\"noreferrer noopener\">Important Notice 149: Updates to NSF\u2019s Research Security Policies<\/a>\u00a0includes a requirement for Responsible Conduct of Research (RCR) training (referred to by NSF as &#8220;Responsible &amp; Ethical Conduct of Research&#8221;) to address research security, export compliance, and federal disclosure and reporting requirements. The Office of Research Compliance (ORC) has updated the resource\u00a0<a href=\"https:\/\/umaine.edu\/research-compliance\/responsible-conduct-research\/rcr-training-requirements\/\" target=\"_blank\" rel=\"noreferrer noopener\">RCR Training Requirements<\/a>\u00a0to reflect this regulatory update from NSF with guidance about how\u00a0<strong>NSF supported personnel who complete RCR training after October 10, 2025<\/strong>\u00a0can meet NSF\u2019s revised RCR training requirements; a summary is provided below:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Undergraduate Students<\/strong>\u00a0\u2013 ORC has incorporated these topics into Undergraduate RCR Courses; no additional action beyond completion of RCR training is required.<\/li>\n\n\n\n<li><strong>Graduate Students\u00a0<\/strong>\u2013 Graduate Students supported by NSF to conduct research must complete supplemental training in Research Security in CITI in addition to appropriate RCR training to fully satisfy NSF requirements.<\/li>\n\n\n\n<li><strong>Post Doctoral Researchers, Faculty &amp; Staff<\/strong>\u00a0\u2013 Faculty, Post-Doctoral Researchers, and other senior\/key personnel will typically meet the definition of \u2018Covered Individuals\u2019 and thus will be subject to various federal agency\u00a0<a href=\"https:\/\/umaine.edu\/research-compliance\/research-security\/research-security-training\/\" target=\"_blank\" rel=\"noreferrer noopener\">requirements to complete Research Security training annually<\/a>.\u00a0Provided they have an active Research Security training certificate at the time of completing RCR training \u2013 they will have met NSF\u2019s requirements; all others must complete Research Security training to fully satisfy NSF\u2019s RCR requirements.<\/li>\n<\/ul>\n\n\n\n<p>For more information about how to access the Research Security course, please visit&nbsp;<a href=\"https:\/\/umaine.edu\/research-compliance\/research-security\/research-security-training\/\" target=\"_blank\" rel=\"noreferrer noopener\">Research Security Training<\/a>.<\/p>\n\n\n\n<p>Questions about RCR training requirements can be directed to ORC via email to <a href=\"mailto:umric@maine.edu\">umric@maine.edu<\/a>. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>The following message was sent via email to all University of Maine employees on October 28, 2025 by the Office of the Vice President for Research and Dean of the Graduate School.
