{"id":6569,"date":"2024-07-18T14:01:07","date_gmt":"2024-07-18T18:01:07","guid":{"rendered":"https:\/\/umaine.edu\/research-compliance\/?p=6569"},"modified":"2025-02-26T12:13:19","modified_gmt":"2025-02-26T17:13:19","slug":"new-interim-policy-participation-in-foreign-talent-recruitment-programs-july-2024","status":"publish","type":"post","link":"https:\/\/umaine.edu\/research-compliance\/2024\/07\/18\/new-interim-policy-participation-in-foreign-talent-recruitment-programs-july-2024\/","title":{"rendered":"New Interim Policy \u201cParticipation in Foreign Talent Recruitment Programs\u201d \u2013\u00a0July 2024"},"content":{"rendered":"\n<p><em>The following message was sent via email to all University of Maine employees on July 18, 2024 by the Office of the Vice President for Research and Dean of the Graduate School.<\/em><\/p>\n\n\n\n<p>Dear Colleagues,<\/p>\n\n\n\n<p>As highlighted in a&nbsp;<a href=\"https:\/\/umaine.edu\/research-compliance\/2024\/05\/31\/notice-for-umaine-and-umaine-machias-communities\/\" target=\"_blank\" rel=\"noreferrer noopener\">recent communication on May 31, 2024<\/a>, the federal government has directed the university community to exercise extreme caution related to involvement with Foreign Talent Recruitment Programs (FTRP) due to the concern that they may be used by foreign governments to acquire U.S. government-funded scientific research and valuable intellectual property. The&nbsp;<a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/4346\/text\" target=\"_blank\" rel=\"noreferrer noopener\">CHIPS and Science Act of 2022<\/a>&nbsp;directs federal research sponsors to maintain policies which:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>require covered individuals to disclose all participation in FTRPs, and<\/li>\n\n\n\n<li>prohibit recipients of federal support from participating in any malign FTRPs (MFTRPs)<\/li>\n<\/ul>\n\n\n\n<p>Federal agencies have started implementing these policies. To support these federal agency requirements,\u00a0<strong>the University of Maine has recently implemented a\u00a0<a href=\"https:\/\/umaine.edu\/research-compliance\/resource\/ftrp-policy\/\" data-type=\"link\" data-id=\"https:\/\/umaine.edu\/research-compliance\/resource\/ftrp-policy\/\" target=\"_blank\" rel=\"noreferrer noopener\">new interim Policy regarding FTRP and MFTRP (Word)<\/a><\/strong>; this Policy and additional information about FTRP and MFTRP, including sponsor-specific information, can be found on the University\u2019s\u00a0<a href=\"https:\/\/umaine.edu\/research-compliance\/research-security\/foreign-talent-recruitment-programs\/\" data-type=\"link\" data-id=\"https:\/\/umaine.edu\/research-compliance\/research-security\/foreign-talent-recruitment-programs\/\" target=\"_blank\" rel=\"noreferrer noopener\">guidance page on Foreign Talent Recruitment Programs<\/a>.<\/p>\n\n\n\n<p>We encourage you to carefully review the University\u2019s new Policy, FTRP guidance, and sponsor-specific requirements as you prepare proposals.<\/p>\n\n\n\n<p>The Office of Research Administration (ORA) and Office of Research Compliance (ORC) will host several sessions in the coming months to discuss the requirements and process, and to address questions.
