  {"id":7791,"date":"2025-04-16T15:22:15","date_gmt":"2025-04-16T19:22:15","guid":{"rendered":"https:\/\/umaine.edu\/research-compliance\/?page_id=7791"},"modified":"2026-04-28T13:20:09","modified_gmt":"2026-04-28T17:20:09","slug":"research-security-training","status":"publish","type":"page","link":"https:\/\/umaine.edu\/research-compliance\/research-security\/research-security-training\/","title":{"rendered":"Training for Research Security"},"content":{"rendered":"\n<p>To address the growing concerns around research security, U.S. (United States) federal regulations such as <a href=\"https:\/\/trumpwhitehouse.archives.gov\/presidential-actions\/presidential-memorandum-united-states-government-supported-research-development-national-security-policy\/\">National Security Presidential Memorandum 33 (NSPM-33) (external link)<\/a> and the security-related provisions under the <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/4346\/text\">CHIPS &amp; Science Act (external link)<\/a> require specific individuals involved in federally funded research to complete research security training. <strong>All Covered Individuals (defined below) must certify that they have completed research security training within the 12 months preceding the application date.<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>U.S. Department of Energy (DOE)<\/strong> implemented this requirement for new proposal submissions effective May 1, 2025. For more information see <a href=\"https:\/\/www.energy.gov\/sites\/default\/files\/2024-10\/FAL25-02%20Research%20Security%20Training%20Requirements%20%28CHIPS%29_0.pdf\">Financial Assistance Letter No. FAL 2025-02 (PDF) (external link)<\/a> and the <a href=\"https:\/\/www.energy.gov\/ia\/research-security-training-requirement\">DOE Research Security Training Requirement site (external link)<\/a>.<\/li>\n\n\n\n<li>The <strong>National Science Foundation (NSF)<\/strong> will implement this training requirement for new proposal submissions effective October 10, 2025. For more information see <a href=\"https:\/\/www.nsf.gov\/notices\/important\/important-notice-no-149-updates-nsf-research-security\/in149\" data-type=\"link\" data-id=\"https:\/\/www.nsf.gov\/notices\/important\/important-notice-no-149-updates-nsf-research-security\/in149\">Important Notice No. 149: Updates to NSF Research Security Policies (external link)<\/a>.<\/li>\n\n\n\n<li>On July 8, 2025, the <strong>United States Department of Agriculture (USDA)<\/strong> issued an internal memo, <a href=\"https:\/\/www.usda.gov\/sites\/default\/files\/documents\/sm-1078-014.pdf?utm_source=Agri-Pulse+Daybreak&amp;utm_campaign=96cf1ad5b0-EMAIL_CAMPAIGN_2025_07_11_02_51&amp;utm_medium=email&amp;utm_term=0_-96cf1ad5b0-50436346\">Secretary\u2019s Memo SM 1078-014 (external link)<\/a>, indicating this training requirement will appear in all new research and development (R&amp;D) or science and technology (S&amp;T) awards. <em>Absent an agency-wide implementation date from USDA, 91¸£Àû is treating this requirement as currently in effect.<\/em><\/li>\n\n\n\n<li>The&nbsp;<strong>National Institutes of Health (NIH)<\/strong>&nbsp;will implement this training requirement, and individual certification, for applications submitted for due dates on or after May 25, 2026. Additionally, effective October 1, 2025, NIH relayed a requirement to train&nbsp;Senior\/Key Personnel on&nbsp;Other Support Disclosure requirements per the&nbsp;July 17, 2025 notice <a href=\"https:\/\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-25-133.html\" data-type=\"link\" data-id=\"https:\/\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-25-133.html\">NOT-OD-25-133 (external link)<\/a>.<\/li>\n\n\n\n<li>The <strong>National Aeronautics and Space Administration (NASA)<\/strong> will implement this training&nbsp;requirement for new proposal submissions effective August 5, 2026. For more information see&nbsp;<a href=\"https:\/\/www.nasa.gov\/wp-content\/uploads\/2026\/02\/gic-26-02-research-security-training-requirements.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">NASA Grant Information Circular &#8211; GIC 26-02 Research Security Training Requirements (PDF) (external link)<\/a>.\n<ul class=\"wp-block-list\">\n<li><em>Please note that while NASA&#8217;s notice includes links to training, Covered Individuals are encouraged to complete the CITI course described below for ease of tracking.<\/em><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Other federal\u00a0funding agencies are anticipated to release implementation dates in 2026.<\/li>\n\n\n\n<li>Specific Requests for Proposals (RFP) may expand the applicability of the training requirement beyond just Covered Individuals. Please review your RFP to confirm applicable requirements to ensure compliance.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Who must take the training?<\/h3>\n\n\n\n<p>Unless specified in more detail by a federal sponsor, a Covered Individual means an individual who contributes in a substantive, meaningful way to the scientific development or execution of a Research &amp; Development (R&amp;D) project proposed to be carried out with an award from a federal research agency and is designated as a Covered Individual by the federal research agency. At minimum, any individual designated as key personnel in an application will be considered a Covered Individual.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Where can training be completed?<\/h3>\n\n\n\n<p>The course titled <strong>&#8220;Research Security Training (Combined)&#8221;<\/strong> is available in Collaborative Institutional Training Initiative (CITI). <a href=\"https:\/\/umaine.edu\/research-compliance\/resource\/instructions-for-citi-training\/\"><strong>Instructions for CITI Training (Word)<\/strong><\/a><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The training is valid for one year from the date of completion.
