As highlighted in the <a href=\"https:\/\/www.bis.gov\/press-release\/commerce-implements-sweeping-restrictions-exports-russia-response-further-invasion-ukraine\">U.S. Department of Commerce\u2019s Bureau of Industry and Security (BIS) press release (PDF) (external link)<\/a>, these export controls are intended to \u201cseverely restrict Russia\u2019s access to technologies and other items that it needs to sustain its aggressive military capabilities.\u201d The <a href=\"https:\/\/public-inspection.federalregister.gov\/2022-04300.pdf\">BIS Final Rule (PDF) (external link)<\/a>&nbsp;adds new license requirements for all Export Classification Numbers (ECCNs) in Categories 3-9 of the Commerce Control List (CCL), expands existing Russia \u2018military end use\u2019 and \u2018military end user\u2019 controls and introduces a number of other controls. BIS later issued a <a href=\"https:\/\/public-inspection.federalregister.gov\/2022-04819.pdf\">Final Rule adding similar restrictions for Belarus (PDF) (external link)<\/a>&nbsp;due to the country\u2019s \u2018substantial enabling of the Russian Federation\u2019s further invasion of Ukraine.\u2019&nbsp; On April 14<sup>th<\/sup>, an additional <a href=\"https:\/\/public-inspection.federalregister.gov\/2022-07937.pdf\">BIS Final Rule &#8220;Expansion of Sanctions Against Russia and Belarus Under the Export Administration Regulations (EAR)&#8221; (PDF) (external link)<\/a>&nbsp;was released in response to the ongoing aggression in Ukraine. <strong>The new rule expands license requirements for Russia and Belarus under EAR to <em>all items <\/em>on the Commerce Control List (CCL).<\/strong><\/p>\n\n\n\n<p>Additionally, an <a href=\"https:\/\/www.bidenwhitehouse.gov\/briefing-room\/presidential-actions\/2022\/02\/21\/executive-order-on-blocking-property-of-certain-persons-and-prohibiting-certain-transactions-with-respect-to-continued-russian-efforts-to-undermine-the-sovereignty-and-territorial-integrity-of-ukraine\/\" data-type=\"link\" data-id=\"https:\/\/www.bidenwhitehouse.gov\/briefing-room\/presidential-actions\/2022\/02\/21\/executive-order-on-blocking-property-of-certain-persons-and-prohibiting-certain-transactions-with-respect-to-continued-russian-efforts-to-undermine-the-sovereignty-and-territorial-integrity-of-ukraine\/\">Executive Order issued on February 21, 2022 (external link)<\/a>&nbsp;prohibits both import and export of goods, services, or technology with the Donetsk People\u2019s Republic (DNR) and Luhansk People\u2019s Republic (LNR) regions of Ukraine (with some exceptions for humanitarian efforts).<\/p>\n\n\n\n<p>It is important for all members of our communities to be aware of these significant regulatory changes and work with the export control staff in the Office of Research Compliance (ORC) when considering or continuing collaboration with, or exporting items or data to, individuals and\/or organizations in Russia, Belarus, or the Crimea, DNR, or LNR regions of Ukraine.
