The article explores why some state lawmakers pass anti-hazing legislation following the death or serious injury of a student, while others do not. \u201cIt is often the case that we don\u2019t come up with a response until there\u2019s been a very, very serious issue or harm that\u2019s resulted,\u201d Allan said. \u201cAnd that\u2019s not unique to hazing.\u201d She added that while laws are part of an overall prevention strategy, they are not enough on their own to stop hazing. \u201cIt needs to be more widely understood why hazing is a problem, how it causes harm, how it undercuts the
