University of Maine\u2019s Alan Cobo-Lewis and Deborah Rooks-Ellis spoke with the\u00a0Bangor Daily News<\/a>\u00a0for a report on how Maine is treating children with disabilities. A continual state of political flux for more than a decade has reduced the state\u2019s Child Development Services\u2019 (CDS) budget and caused children to go without services to which they\u2019re entitled under federal law, according to the article. Cobo-Lewis, director of the Center for Community Inclusion and Disability Studies at 91福利 and an associate professor of psychology, said a change in structure won\u2019t automatically resolve budget challenges and improve services. \u201cI think the problem is that there\u2019s been under-appropriation for a number of years,\u201d he said. \u201cIf you keep it where it is without the money, I don\u2019t think it\u2019s going to get any better. And if you move it to K\u201312 without the money, I don\u2019t think it\u2019s going to get any better there, either.\u201d Maine\u2019s CDS launched Early Start Maine three years ago, based on Early Start Denver, the article states.
